“This Is The First Kind Of Implementation For Any Judiciary System Which Enable Anyone To See The Proceeding”

Government is strongly focusing on digital transformation and continuously taking effective steps in this direction. In line with this, Madhya Pradesh High Court has decided to adopt video surveillance system to manage the courtroom proceedings. Aurionpro Solutions, a fast growing technology products and solutions provider will be helping MPHC in setting-up the digital infrastructure at MPHC’s premises. Rajeev Ranjan, Editor, Digital Terminal held an exclusive interaction with Paresh Zaveri, Chairman & Managing Director, Aurionpro Solutions. Mr. Paresh shared insights about the project and their efforts towards executing it successfully. Read below the excerpts:

Rajeev: Tell us about your association with the government of Madhya Pradesh, and the digitization MP High Court (MPHC).

Paresh: MPHC has decided to implement an Integrated Video Surveillance System (IVSS) at 48 No. of District & Sessions Courts & 160 No. of Civil Courts under the High Court of Madhya Pradesh. IVSS comprises of Video Management System, Access Control System, Visitor Screening System & Video Monitoring System, integration of various technologies, Local & Wide Area Network, Facility Management Services and Operation & Maintenance of the System for a period of 5 years. APSL has participated in this tender and with our vast experience & best solution we have proposed for this requirement, APSL has been selected as a partner. This is the first kind of implementation for any judiciary system which enable anyone to see the proceeding on the MPHC’s own OTT platform. MPHC has decided to implement a solution for recording, live‐streaming, archiving, its retrieval based on video‐on‐demand through MPHC website and integration with MPHC’s CIS (Case Information System) of audio‐visual content (video, synchronised audio & VC content) associated with courtroom proceedings. This state wide implementation will give set the new benchmark for judiciary system and all other District Courts will soon adopt this.

Technical Setup would be like There are 1782 no. of courtrooms in total of 208 no. of court complex under MPHC. Each courtroom shall have four microphones installed in it. Two Microphones shall be wall mounted while 2 shall be table‐top/ goose‐neck (~450mm) type (final selection shall be as per the site conditions). The microphones shall be attached to a base station, which will encode the audio & provide an Ethernet output. A panoramic camera shall be installed in each courtroom to record video. The VMS shall synchronize audio with the video feed captured by the courtroom camera. Honourable judge will have start stop recording control with them and proceeding will be recorded as per the need.

Rajeev: What technologies have you used to integrated security management system and a video streaming and archiving platform?

Paresh: C4i (Command, Control, Communications, Computers, And Intelligence)– The C4i is the nerve centre of the entire system which integrates all the sub-system together to provide a 360 view of the security posture of MPHC. It displays actionable security threats in real-time to all operators who are disparately located geographically. It connects the MP High Court security with the police and law enforcement apparatus to quickly respond to emergency situations.

VMS with Advanced Video Analytics – The video management system manages all the connected cameras, storage and recordings. It is also responsible to automate the security alerts using edge based and server based advanced analytics. All the video heavy lifting is done at the VMS end.

Live Content Streaming – Live content is streamed out to the world over an OTT platform. The Hon’ble Judges have full control of the audio and video being recorded and streamed out. All the content which is streamed out or played back on demand is hosted in the servers and storage in the datacentre at Jabalpur thereby giving full control of the entire content to MP High Court.

Media Archiving and Management Solution – The MAM solution manages all the media ingest and outgest pertaining to the recording of courtroom proceedings. The MAM solution indexes and organises the large volumes of video data into quickly searchable files. The MAM servers manage close to 20PB of media files in real-time using a combination of high speed Cache Storage, Thumbnail Storage and Cold Storage to serve both internal and external viewers.

Server & Storage Solution – A combination of SAN, NAS, Cache and Cold Storage is used to meet the solution requirements. The core network is designed to support very high speed data transfer and read-write operations. As on date we are operating at around 25Gigs but have the capability to easily scale up to 100Gigs to meet future demand. The total capacity between all the different types of storage types is approximately 26PB. Apart from this storage is also present across all the District and Tehsil levels locations which total to approximately 6PB.   .

Rajeev: How big is the datacentre that is built for MPHC and what all digital capabilities does it have?

Paresh: It is design with hub and spoke setup. There will be centralized core DC and then every location there will be small DC setups. The datacentre right now spread across 1500 sq. ft. It houses all the power, network and compute-storage infrastructure for the project. The total IT load is around 63KW. The datacentre houses the compute and storage infrastructure inside smart racks which promote green technology. The datacentre has N+1 redundancy for both power and data. The core network is a standard 25Gig backbone which can scale up to 100Gig. All the interconnects are on fiber. As the nature of the data hosted is highly sensitive, adequate measures to secure the data from breach has been taken. DC is design to Archival the courtroom proceedings for 5 years.

Rajeev: Elaborate on the system that is designed to automatically pull all relevant data from the Case Information System.

Paresh: System is designed in HUB & Spoke form. Every court will have their own Security and Court proceeding recording system and later these video recordings will be sent to Central Server every night. There are some guidelines given by Hon’ble Supreme Court of India & MPHC is implementing the solution, complying to that & comprises of recording, live‐streaming, archiving, its retrieval based on video‐on‐demand through MPHC website and integration with MPHC’s CIS (Case Information System) of audio‐visual content (video, synchronised audio & Content) associated with courtroom proceedings. CIS is the system Running for all juridical system developed centrally by nodal agency. There will be an interface which will pulled the information of the respective proceeding through the API shared by CSI. That information will be available with Hon’ble Judge and he will also have control to record the proceeding of the respective Case. It will be then tag with CIS system to be reviewed & referred in future.

Rajeev: How does the Virtual Private Cloud enable consumer to scale and deploy applications in a centralized secure environment?

Paresh: Cloud setup is always helps in consolidating the infra required to run the show. virtualization technologies to deliver power cloud solutions will help keep environment compliant, scalable and most importantly, secure. In such large scale project, virtual Cloud helps in gradual growth and provides maximum uptime. Solution is design with this logic and also help MPHC in future scalability and security.

Rajeev: What are the other digital infrastructure hi-tech datacentre projects you are working on?

Paresh: In almost every Smart City or Smart Mobility project, DC plays a very important role. We are deploying one more large scale project in state of Rajasthan which is not a typical IT Project. The Principle application is around the GIS & GPS and we are making the Digital twin of the city based on the that application. Herein this project storage is the major requirement & we have created a virtual Cloud for hosting the application, We also have Smart Transit project implemented in domestic and international market where core application is hosted in DC. We have lot many projects where we have deployed IT-Infra solution and in few cases designed and deployed Non-IT DC solution too.
