Although demolition proceedings were initiated in 2016, the order was later withdrawn within a short period, raising questions about the review process and documentation that led to its reversal.

Officials familiar with the matter state that the building, identified in municipal records as MS 102 D, was originally allotted in 1980 under a housing scheme administered through a hire purchase arrangement. The allotment was made to Vijay Kumar, following which legal possession was transferred after completion of formalities later that year.

Ownership Changes and Structural Modifications Under Review

Subsequently, ownership rights were legally reassigned in 2005 through a registered transaction involving family members of the original allottee. Over time, the property is believed to have undergone structural alterations, which later triggered concerns regarding compliance with sanctioned plans and urban construction regulations.

The current tragedy has placed renewed focus on whether these alterations were adequately inspected and whether safety clearances were consistently enforced by responsible authorities. Investigators are now reviewing past approvals, inspection reports, and internal communications to determine whether any procedural lapses contributed to the scale of the disaster.
