The Central Government has introduced stricter regulations on the sale of medicinal formulations containing high levels of ethyl alcohol (ethanol), making it mandatory to have a valid doctor's prescription and ensuring these products are sold only through licensed channels.
The move aims to prevent misuse while ensuring genuine patients continue to have access to essential medicines.
What's Changing?
Under the new rules:
Doctor's prescription is now mandatory for the sale of specified high-alcohol medicinal formulations.
These medicines can only be supplied through licensed pharmaceutical channels.
Regulatory oversight has been strengthened to prevent misuse and unauthorized distribution.
Why Has the Government Taken This Step?
According to the government, several medicinal productsโsuch as certain tinctures and herbal formulationsโpreviously enjoyed exemptions under Schedule K of the Drugs Rules.
However, some of these products contain 80โ90% ethyl alcohol, raising concerns that they could be misused for intoxication instead of legitimate medical treatment.
Several state governments had also flagged instances of misuse, prompting the Centre to tighten the regulations.
Objective of the New Rules
The revised framework seeks to:
Prevent misuse of alcohol-based medicinal products.
Ensure medicines reach only patients with legitimate medical needs.
Strengthen monitoring of pharmaceutical supply chains.
Reduce diversion of these products for non-medical purposes.
The government has clarified that the new regulations are intended to balance patient access with stronger safeguards against abuse.
