In a major policy initiative aimed at tackling Delhi's recurring winter air pollution, the Delhi Government has notified a Permanent Winter Pollution Master Plan that will be implemented every year from November 1 to February 28. The move is designed to ensure that anti-pollution measures are enforced through a fixed regulatory framework rather than seasonal notifications issued each winter.

The new policy seeks to provide greater consistency in air quality management by bringing together existing pollution-control regulations under a single set of enforceable rules. Authorities believe the structured approach will improve preparedness and enable faster implementation of pollution mitigation measures during the months when Delhi typically records its worst air quality.

Unified Rules to Replace Annual Notifications

Chief Minister Rekha Gupta said the master plan consolidates various pollution-control measures into one permanent framework, eliminating the need for separate government orders every winter season.

The notification also aligns Delhi's pollution management strategy with the revised Graded Response Action Plan (GRAP) issued by the Commission for Air Quality Management (CAQM) and incorporates directions issued by the Supreme Court, strengthening the legal and regulatory foundation for implementation.

No Fuel for Vehicles Without Valid PUC Certificates

One of the most significant provisions under the new framework is the year-round enforcement of stricter vehicle emission compliance.

Under the notified rules, vehicles without a valid Pollution Under Control (PUC) certificate will not be supplied fuel at petrol pumps, CNG stations, or LPG outlets anywhere in Delhi. The measure is intended to improve compliance with emission standards and reduce pollution caused by poorly maintained vehicles.

Officials expect the restriction to encourage vehicle owners to obtain timely emission certification while helping authorities curb excessive vehicular emissions throughout the year rather than only during the winter months.

Restrictions on Older Vehicles During Peak Pollution Season

The government has also introduced seasonal entry restrictions for vehicles that do not meet the latest emission standards.

From November 1 to January 31, non-Delhi registered vehicles below BS-VI emission standards will not be allowed to enter the national capital. However, exemptions have been granted for CNG vehicles, electric vehicles, ambulances, fire service vehicles, and other essential services, ensuring that critical operations remain unaffected.

The restrictions are expected to reduce pollution from older vehicles during the period when adverse weather conditions often trap pollutants close to the ground, leading to severe smog episodes.

Long-Term Strategy to Improve Air Quality

Delhi experiences a sharp decline in air quality every winter due to a combination of factors, including vehicular emissions, construction dust, industrial pollution, biomass burning, and meteorological conditions that limit pollutant dispersion.

By institutionalising pollution-control measures through a permanent annual framework, the government aims to improve enforcement, strengthen inter-agency coordination, and ensure preventive action is taken well before pollution reaches hazardous levels.

The Winter Pollution Master Plan represents a shift from short-term emergency responses toward a more predictable and sustained environmental management strategy that aligns with national air quality regulations.
