The Odisha government has signed Memorandums of Understanding (MoUs) with the Adani Group and Abu Dhabi-based International Holding Company (IHC) to explore a major investment programme estimated at ₹2,10,500 crore. The proposed projects are expected to create nearly 189,700 direct, on-site employment opportunities, marking what is being described as Odisha’s largest overseas investment push.

The agreements, signed on Wednesday, underline the state’s growing efforts to attract large-scale investments from the United Arab Emirates and expand its industrial and economic engagement with international investors.

14 Projects Across Strategic Industries

The investment proposals cover 14 projects across a wide range of sectors, reflecting Odisha’s broader focus on building industrial capacity and strengthening emerging technology and infrastructure ecosystems.

The proposed areas include mining and metals, iron ore beneficiation, slurry and pellet chains, industrial parks and Special Economic Zones (SEZs), and container manufacturing. These projects could further strengthen the state’s role in resource-based industries and downstream manufacturing.

The investment programme also includes plans related to coal-to-chemicals, rare-earth resources and critical minerals, including a proposed rare-earth corridor and critical minerals park. Such projects are particularly significant as industries increasingly seek secure access to strategic minerals required for advanced manufacturing and emerging technologies.

Focus on Manufacturing and New-Age Industries

Beyond traditional industries, the proposed investments extend into several newer and high-growth areas.

The agreements cover a shipbuilding and ship-repairing cluster, food and agro-processing park, renewable energy equipment manufacturing, and an AI data centre. The inclusion of artificial intelligence infrastructure highlights the expanding role of digital technologies in Odisha’s investment strategy.

Other proposed projects include a petrochemical and packaging park, healthcare initiatives and sustainable urban development, broadening the investment programme beyond industrial manufacturing and natural resources.

Strengthening Odisha-UAE Investment Ties

The proposed ₹2.1 trillion investment package represents a significant expansion of Odisha’s engagement with investors based in the UAE. The participation of both the Adani Group and IHC brings together major Indian and international investment interests across sectors ranging from natural resources and manufacturing to technology and infrastructure.

If the proposed projects move forward, they could have a substantial impact on Odisha’s industrial ecosystem, employment generation and infrastructure development.

With investments spread across both established industries and emerging sectors such as critical minerals, renewable energy equipment and AI infrastructure, the proposed projects could also support the state’s efforts to diversify its economic base and attract further global investment.

The MoUs mark the beginning of the process to explore and develop these projects, with their eventual implementation depending on subsequent evaluations, approvals and investment decisions.
