Odisha has approved technology and infrastructure projects worth around Rs 1.45 lakh crore, covering data centres, artificial intelligence and semiconductor manufacturing. The approvals are expected to strengthen the stateโs emerging technology ecosystem while generating more than 5,100 direct employment opportunities.
The projects were cleared during the 46th meeting of the High-Level Clearance Authority (HLCA), chaired by Odisha Chief Minister Mohan Charan Majhi. The investment proposals include a large integrated data centre in Khordha, an AI-focused facility in Puri and semiconductor-related projects.
Rs 1.04 Lakh Crore Data Centre Project in Khordha
One of the largest proposals approved by the state is an integrated data centre project in Khordha with a proposed investment of Rs 1.04 lakh crore. The project is expected to add significant data-centre capacity to Odisha and support the growing demand for digital infrastructure driven by cloud computing, artificial intelligence, enterprise applications and data-intensive workloads.
With data consumption and AI adoption increasing rapidly, large-scale data-centre investments are becoming an important component of India's digital infrastructure expansion. Odisha's approval is aimed at positioning the state as a potential hub for this emerging infrastructure segment.
Rs 22,634 Crore AI Facility Planned in Puri
Another major proposal is an AI facility in Puri with an investment of Rs 22,634 crore. The project is expected to contribute to the development of artificial intelligence infrastructure in the state and support the wider technology ecosystem. The investment comes at a time when demand for computing capacity, AI infrastructure and specialised digital facilities is increasing across India.
Together, the data-centre and AI projects account for a substantial portion of the total investment cleared by the state.
Semiconductor Projects Also Receive Approval
Alongside data-centre and AI investments, the HLCA also approved projects linked to the semiconductor ecosystem. The approvals reflect Odisha's efforts to attract investments across multiple segments of the technology value chain rather than focusing solely on conventional IT services.
Semiconductor manufacturing and related infrastructure have become strategic areas for India as the country seeks to develop domestic electronics and chip supply chains. States are competing to attract investments by offering infrastructure, policy support and access to industrial ecosystems.
More Than 5,100 Jobs Expected
The projects cleared by the Odisha government are expected to create more than 5,100 jobs. Beyond direct employment, the investments could also generate opportunities for local suppliers, infrastructure providers, technology companies and other businesses supporting large-scale digital and industrial facilities.
The approvals are part of Odisha's broader push to attract capital-intensive projects and strengthen its position in emerging technology sectors.
The scale of the latest investment clearances also highlights the increasing importance of data centres, AI infrastructure and semiconductor capabilities in India's technology expansion.
