Microsoft is offering voluntary exit packages to around 60,000 eligible employees across India, the United States, the United Kingdom and Canada as the technology giant looks to manage workforce costs amid rising investments in artificial intelligence (AI). The programme could cover approximately 27% of Microsoftโs global workforce, but the actual number of employees who will leave remains uncertain.
Announced on October 26, 2026, the initiative, called the Voluntary Exit Offer (VEO), gives eligible employees an opportunity to leave Microsoft with financial support and career-planning resources. Microsoft Chief People Officer Amy Coleman said the programme also provides participating business units with greater flexibility to adapt their workforce to changing requirements.
Who Is Eligible for Microsoftโs Exit Offer?
The programme covers eligible employees at internal level 70 and below in participating teams across the four countries. Microsoft has clarified that participation depends on individual business priorities, customer commitments and workforce requirements. Not every division is included.
According to media reports, participating functions include AI Experiences, Copilot, Finance, Human Resources, Xbox, and Windows + Devices. Some marketing, sales, engineering and security teams are excluded, although eligibility varies across organisations. Employees are expected to receive individual offer details directly from Microsoft.
The company has not announced a target for the number of employees expected to accept the offer. The programme is voluntary and should not be interpreted as 60,000 confirmed job cuts.
AI Infrastructure Spending Drives Cost Focus
The exit programme comes as Microsoft expands its AI capabilities and invests heavily in the infrastructure required to support growing demand. The company has projected approximately $175 billion in capital expenditure for calendar year 2026, with data centres and computing infrastructure forming a major part of the investment push.
Building and operating AI infrastructure requires substantial investment in computing capacity, servers, chips, networking and data centre facilities. Microsoft must balance this spending with operational efficiency while continuing to expand its AI and cloud businesses.
However, Microsoft has not directly attributed the voluntary exit offer solely to AI spending. Its official communication describes the initiative as a way to provide employees with greater choice while helping participating organisations respond to changing business needs.
Follows Earlier Workforce Changes
The latest offer follows Microsoftโs voluntary retirement programme earlier in 2026, which was available to approximately 8,750 US employees. More than 30% of eligible employees reportedly accepted that earlier offer. In July, Microsoft also announced around 4,800 job cuts linked to workforce restructuring, including changes within its Xbox gaming business. The company reported 223,000 full-time employees worldwide as of June 30, 2026.
The new programme extends voluntary exit opportunities across four countries, including India, while giving Microsoft another mechanism to adjust staffing without relying entirely on compulsory layoffs.
For employees, the decision will depend on individual exit terms and future career plans. For Microsoft, the outcome will help determine how much the programme changes its workforce structure as the company continues to invest in AI infrastructure and products.
The broader question is how technology companies will balance the rising cost of AI development with workforce requirements and the need to generate sustainable returns from their investments.
