The International Conference on Cyberlaw, Cybercrime and Cybersecurity ICCC 2025 officially commenced today at the SCOPE Convention Centre, SCOPE Complex, Lodhi Road, New Delhi.  The inauguration ceremony brought together leading global cyber experts, senior government officials, industry visionaries, and distinguished members of the judiciary, setting a powerful tone for the three day deliberations ahead.

Ronchi, General Secretary of the European Commission MEDICI Framework; Rajiv Mani, Secretary of the Legislative Department, Ministry of Law and Justice; Justice Sanjay Karol of the Supreme Court of India; Dr. Pavan Duggal, Advocate at the Supreme Court of India, globally recognised as one of the top four cyber lawyers and President of Cyberlaws.Net; and Saakshar Duggal, noted AI law expert and Advocate. Their collective participation underscored the strategic importance of ICCC 2025 in shaping global discourse on cyber law, governance, and the future of AI.

While speaking to DT about the conference, Dr. Pavan Duggal, Advocate, Supreme Court of India said, "AI has become far more intelligent than humans. It has begun to play with our minds, and it is already beginning to demonstrate a primitive level of consciousness, which I think is a very, very dangerous phenomenon. This International Conference on Cyberlaw, Cybercrime and Cybersecurity, with its theme Artificial Intelligence Ecosystem: Opportunities and Challenges, is basically trying to explore the current frontiers of how AI needs to be regulated and what needs to be done by state and non-state actors so that the human race can take the best benefits of AI, yet at the same time regulate the misuse of artificial intelligence for criminal or other illegal purposes.โ€

He further added, "We will have about 300 speakers. Each session will come out with certain concrete recommendations, and these recommendations will then be collated in an outcome document which will be presented to the conference. Once it is passed by the conference, it will then become the official document of what really transpired at the conference."

Dr. Pavan Duggal also announced the launch of his landmark 202nd book titled Regulating the AI Vortex: The Duggal Doctrine. In this book, he compares artificial intelligence to a vortex, a tornado that pulls everything into its center and emerges with entirely new and unpredictable outcomes. He emphasizes that this powerful vortex must be regulated with clear, forward looking frameworks.
