The International Conference on Cyberlaw, Cybercrime and Cybersecurity ICCC 2025 officially commenced today at the SCOPE Convention Centre, SCOPE Complex, Lodhi Road, New Delhi. The inauguration ceremony brought together leading global cyber experts, senior government officials, industry visionaries, and distinguished members of the judiciary, setting a powerful tone for the three day deliberations ahead.
The inaugural session underscored the conferenceโs central theme: exploring the future of Artificial Intelligence and its far reaching implications for law, security, governance, and society. Over the next two days, delegates will engage in high level discussions on the pressing legal, regulatory, and policy challenges posed by AI, as well as the broader cybersecurity risks arising from rapidly evolving digital ecosystems.
Recognized globally as the leading annual forum dedicated to the evolving cyber ecosystem, ICCC has since 2014 established itself as the only international platform that consistently examines cutting edge developments across cyberlaw, cybercrime, and cybersecurity.
Inauguration Ceremony Sets the Tone for Critical Discussions
The inauguration of ICCC 2025 saw prominent dignitaries reaffirm the urgency of developing robust legal, policy, and governance frameworks to manage the exponential growth of AI technologies. The inaugural speakers highlighted the dual nature of AI, describing it as both an unprecedented force for innovation and a catalyst for new categories of cyber risks that demand immediate global attention.
Curated by internationally renowned cyberlaw expert Dr. Pavan Duggal, the conference opened with a strong call to action for governments, institutions, and technology leaders to work collectively toward building a secure and ethical AI powered digital ecosystem. Dr. Duggal emphasized the need for international cooperation, stating that the accelerating influence of AI has made it imperative for stakeholders to rethink traditional legal boundaries and adopt proactive approaches that keep pace with technological disruption.
Presence of Global Leaders Strengthens ICCC 2025 Impact
The inaugural ceremony was marked by the presence of several eminent leaders and global authorities in the field. Among those attending were Alfredo M. Ronchi, General Secretary of the European Commission MEDICI Framework; Rajiv Mani, Secretary of the Legislative Department, Ministry of Law and Justice; Justice Sanjay Karol of the Supreme Court of India; Dr. Pavan Duggal, Advocate at the Supreme Court of India, globally recognised as one of the top four cyber lawyers and President of Cyberlaws.Net; and Saakshar Duggal, noted AI law expert and Advocate. Their collective participation underscored the strategic importance of ICCC 2025 in shaping global discourse on cyber law, governance, and the future of AI.
While speaking to DT about the conference, Dr. Pavan Duggal, Advocate, Supreme Court of India said, "AI has become far more intelligent than humans. It has begun to play with our minds, and it is already beginning to demonstrate a primitive level of consciousness, which I think is a very, very dangerous phenomenon. This International Conference on Cyberlaw, Cybercrime and Cybersecurity, with its theme Artificial Intelligence Ecosystem: Opportunities and Challenges, is basically trying to explore the current frontiers of how AI needs to be regulated and what needs to be done by state and non-state actors so that the human race can take the best benefits of AI, yet at the same time regulate the misuse of artificial intelligence for criminal or other illegal purposes.โ
He further added, "We will have about 300 speakers. Each session will come out with certain concrete recommendations, and these recommendations will then be collated in an outcome document which will be presented to the conference. Once it is passed by the conference, it will then become the official document of what really transpired at the conference."
Dr. Pavan Duggal also announced the launch of his landmark 202nd book titled Regulating the AI Vortex: The Duggal Doctrine. In this book, he compares artificial intelligence to a vortex, a tornado that pulls everything into its center and emerges with entirely new and unpredictable outcomes. He emphasizes that this powerful vortex must be regulated with clear, forward looking frameworks.
Charting the Future of Cyber Governance and Digital Security
This yearโs conference is expected to draw over 1500 attendees and will feature more than 250 distinguished speakers, including senior policymakers, leading legal experts, top industry executives, and renowned global specialists in cybersecurity and cyber law. ICCC 2025 will delve into some of the most critical issues shaping the future of digital governance and security, with a strong emphasis on AI driven legal challenges, advanced cybersecurity strategies, corporate data protection frameworks, and the evolving regulatory landscape surrounding emerging technologies.
The extensive deliberations aim to provide actionable insights and a unified global perspective on managing the complex risks and opportunities of the rapidly expanding digital ecosystem.
Key Discussion Areas
The conference agenda is designed to tackle the most critical challenges posed by the rapid advancement of AI, including:
Regulation of Generative AI & Autonomous Systems: Establishing legal frameworks for emerging AI technologies.
Liability for AI-Driven Decisions: Addressing accountability when AI systems make significant, potentially harmful choices.
IP Concerns around AI-Created Content: Examining intellectual property ownership and rights in the age of synthetic creativity.
Deepfakes, Synthetic Media & Cyber-Enabled Threats: Countering sophisticated AI-powered misinformation and malicious activities.
Ethical AI: Transparency, Explainability & Human Oversight: Ensuring AI development and deployment adhere to ethical standards and maintain human control.
With ICCC 2025 now officially inaugurated, the global cyber community looks ahead to a series of thought provoking and solution oriented discussions that will help define the standards for a secure, accountable, and ethically governed digital future.
