A widely respected thought leader and a pioneering force in India’s digital economy, Dr. Omkar Rai brings with him a distinguished career spanning over two decades in technology policy, innovation-driven governance, and startup ecosystem development. His invaluable contributions to India’s IT and software product sectors have helped shape the nation’s modern digital infrastructure.
Dr. Rai previously served as the Executive Chairman of Startup Odisha, where he led initiatives to foster entrepreneurship, promote deep-tech ventures, and decentralize startup opportunities across the state. Prior to that, he was the Director General of Software Technology Parks of India (STPI), under the Ministry of Electronics and IT, Government of India. Under his leadership, STPI emerged as a central pillar in driving India’s IT exports, policy design, and innovation incubation.

Throughout his career, Dr. Rai has been at the forefront of transformative public policy. He played a pivotal role in formulating the National Policy on Software Products (NPSP 2019) and pioneering the IT Special Economic Zones (IT SEZs) model, which have since become cornerstones of India’s digital policy framework. He also served as Development Commissioner for Special Economic Zone–ITES, further deepening his influence in shaping India’s export-led IT growth.
