The Cabinet Committee on Economic Affairs (CCEA), under the leadership of Prime Minister Narendra Modi, has green signalled the new PAN 2.0 Project, aiming to enhance the digital experience of taxpayers. The PAN 2.0 Project aligns with the Government's Digital India vision by installing PAN as a “common identifier” across digital systems of delegated government agencies. A cost of ₹1,435 crore is involved in the implementation of the initiative.
The PAN 2.0 Project drives a technology-enabled transformation of taxpayer registration services, offering significant benefits including easy accessibility and faster service delivery with quality enhanced. The PAN 2.0 is aimed to serve as a unified source of truth ensuring data consistency, with a focus on adopting eco-friendly processes and optimizing costs. It will also enhance security and optimize infrastructure to improve agility.
The PAN 2.0 Project is the latest e-Governance initiative designed for “re-engineering the business processes of taxpayer registration processes through a technology-driven transformation of PAN/TAN services,” and enhancing the overall digital experience of taxpayers. This project will modernize the existing PAN/TAN 1.0 ecosystem by consolidating both “core and non-core PAN/TAN activities, as well as the PAN validation service.”
The Cabinet assures the citizens that their PAN remains relevant and need not reapply for the new PAN 2.0 regardless of the significant digital transformation.
Union Minister Ashwini Vaishnaw spoke on making PAN 2.0 a common business identifier, "PAN card is part of our life which is important for the middle class and small business - it has been highly upgraded and PAN 2.0 has been approved today. The existing system will be upgraded and the digital backbone will be brought in a new way... It will be tried if it can become a common business identifier. There will be a unified portal, it will be completely paperless and online. The emphasis will be on the grievance redressal system."
Union Home Minister Amit Shah posted on X, “The PAN 2.0 initiative approved by the Union Cabinet today anchors our taxpayer registration system with state-of-the-art technology to make filing of IT returns a hassle-free experience. It will enthuse more taxpayers to join the journey of building a great nation initiated by PM Shri Narendra Modi Ji. Thank you, Modi Ji, for the visionary decision.”
