The global conversation on artificial intelligence governance is set to enter a defining phase with the inaugural edition of the International AI Accountability Forum 2026 (IAAF 2026), scheduled to be held on 14 May 2026 at the India International Centre, New Delhi.

Recognized as the world’s first high-level international forum dedicated exclusively to AI accountability, governance, liability and regulatory frameworks, IAAF 2026 will convene a powerful cross-section of global stakeholders including policymakers, jurists, regulators, technologists, academics and industry leaders. The forum aims to advance structured dialogue on the evolving legal, ethical and institutional architecture required to govern increasingly autonomous AI systems.

Release of the New Delhi Principles on AI Accountability

 

A key highlight of the forum will be the formal unveiling of the New Delhi Principles on AI Accountability, a landmark doctrinal instrument developed to provide a structured global framework for regulating AI systems.

The principles are expected to serve as a foundational reference point for international policy development and regulatory harmonisation, with potential relevance across key multilateral platforms including the United Nations, OECD, UNESCO, G20 and Quad frameworks. As governments worldwide accelerate efforts to regulate advanced AI systems, the framework is positioned to contribute meaningfully to ongoing global policy alignment.

Alongside the principles, allied accountability frameworks will also be introduced, aimed at addressing emerging challenges posed by advanced AI systems and autonomous decision-making technologies.

Addressing the Global Accountability Gap in AI Systems

 

The forum comes at a time when artificial intelligence is rapidly transitioning from assistive tools to autonomous and agentic systems capable of independent decision-making.

IAAF 2026 will focus on addressing key structural gaps in global AI governance, particularly around responsibility attribution, transparency, explainability, human oversight, and cross-border enforcement mechanisms. These challenges continue to expose fragmentation in existing regulatory approaches, underscoring the need for cohesive and enforceable international frameworks.

Speaking ahead of the forum, Dr. Pavan Duggal, Founding Forum Director and Global Chair, IAAF 2026, Advocate, Supreme Court of India, emphasized the urgency of building enforceable accountability frameworks in the AI era. He said, “Artificial intelligence has already moved beyond the realm of emerging technology and into the core of real-world governance, where it is actively influencing economic, legal and societal outcomes at scale. This shift demands a fundamental rethinking of accountability structures at a global level.”

He further added, “The International AI Accountability Forum 2026 is a decisive step toward building a coherent and enforceable global architecture of responsibility, where liability is clearly defined, transparency is non-negotiable, and innovation progresses within robust safeguards. The New Delhi Principles on AI Accountability are intended to anchor this evolving global consensus and guide the future of AI governance.”

IAAF 2026 is being jointly organised by the Artificial Intelligence Law Hub, Pavan Duggal Associates, Advocates, Supreme Court of India, and the Global Artificial Intelligence Accountability Law and Governance Institute (GAALGI).

The forum will bring together a distinguished global assembly comprising senior representatives from governments, regulatory bodies, law enforcement agencies, international organisations, academia, corporate leadership and civil society. This multi-stakeholder participation reflects the increasingly interdisciplinary nature of AI governance and accountability.
