Bridging Business and IT Strategies: How Can CIOs Achieve Strategic Success

Effective alignment of business and IT strategies is vital for achieving strategic goals. CIOs must ensure clear communication, robust planning, and continuous evaluation to navigate the complexities of strategy execution.

In the modern digital era, aligning business and IT strategies is crucial for achieving strategic goals. However, even a well-drafted plan does not assure success. The strategy must be widely communicated, well-narrated, and supported throughout the enterprise, and it must be effectively implemented. “However, only 47% of organizations accomplish their strategy objectives,” says the Gartner study.

Information Systems Audit and Control Association (ISACA) describes IT governance as “The responsibility of executives and the board of directors; consists of the leadership, organizational structures and processes that ensure that the enterprise's IT sustains and extends the enterprise's strategies and objectives.”

Almost half of the organizations’ strategies are not fully successful. Among the participating organizations, 53% of the enterprise strategies do not work. However, perfection cannot be expedited, and achieving no less than 3 out of 4 objectives is considered impressive, says Ian Cox, Senior Director, Analyst at Gartner. By attaining this target CIOs might improve profitability, growth in market share, and an improved consumer experience. But, when it comes to revenue, a big increase is expected.  Cox highlights three key issues in successful strategy execution:

1. How to establish a strong foundation for the successful execution of IT strategy?

The foundations of strategic planning must be firmly established. It's important to invest time in understanding the fundamentals of strategic planning because, regardless of how proficient the enterprise is at execution, without an effective strategic planning approach, achieving timely results is unlikely. According to Cox, 67% of our leaders are effective in clearly directing the strategy and providing a clear objective, whereas only 40% of their followers were able to do the same. The gap in directing the strategy between leaders and followers is where the CIOs need to focus on enhancing the effectiveness and implementation of the IT strategy.

An effective business strategy clearly defines what success looks like for the organization and outlines the key areas of focus to achieve that success. Similarly, a strong IT strategy outlines how and what information and technology will support and drive the organization's success. A lack of clarity in the strategic planning documents fails  to clarify the organization’s direction, leading to CIOs and the team spending valuable time debating around filling the gap in the business strategy. Developing an effective IT strategy becomes extremely challenging if the business strategy is incomplete and unclear.

2. How can the execution charter be utilized to ensure successful outcomes?

Transitioning from planning to execution becomes more effective when initiatives and projects are finely aligned with the strategic objectives described in the strategy. As per Cox, 64% of leaders are more effective at developing execution plans that align with the strategy, when it comes to followers, the count is just 38%. The gap is the area where progress is detained.

To create an effective IT strategy, CIOs must consider the business context, establish directions that align business objectives, strategies, and goals with IT strategic principles, and outline actions based on IT strategic initiatives, business capabilities, and key IT metrics. To do the strategic planning in a way that links strategy execution, three horizons of strategic planning should be worked upon, they are:

●       A Long-Term Strategy outlines the future direction of the organization, effectively defining its business strategy.

●       A Midterm Strategic Plan is critical as it defines the complex aspects of information and technology, forming the IT strategy. This plan outlines how the organization will achieve its long-term goals and identifies the roadmap needed to implement strategic actions.

●       A Short-Term Operational Plan focuses on executing specific programs and projects that are essential to follow the strategic plan’s roadmap.

In case overlapping any of the above-stated plan horizons raises difficulty in connecting projects to the strategy in the budgets. Also, if the strategy demands any change, CIOs find it hard to identify the requirements of the operational plan memo. So, sinking these three horizons gives a clear picture of business objectives through strategic actions, and specific initiatives, to spearhead the programs and the projects needed to be executed. Also, it helps in assessing execution hurdles and how to adjust execution if the strategy changes.

3. What methods can you use to keep strategy and execution aligned?

Here are Five Additional Practices For CIOs To Strengthen Their Foundation to adopt for enhancing strategic effectiveness and ensuring their IT operations are aligned with broader business goals.

●       Establishing accountabilities – For the assigned task makes executives responsible and answerable aiding the strategy execution of a project.

●       Aligning executive performance incentives – Keeps the associates motivated and exhilarated toward the execution of targeted goals.

●       Aligning mid-level manager performance incentives – To facilitate the strategy execution aligning performance incentives to the mid-level manager buys their engagement.

●       Cascading strategic objective – Bring clarity among the involved members about their roles.

●       Assessing enterprise ability - To successfully execute the strategy helps CIOs deal with the fluctuation.

Continual Scanning and Review

An annual review is a thing of the past, now the requirement is to conduct the review at least twice a year. The CIOs can start by implementing an ongoing strategic planning process followed by continuous scanning. Also, they must be willing and able to act on a negative review answer. Continuous review enables leaders to adjust the strategy and continue with the execution to ensure current conditions are aligned with the business objectives.

Recommendations for CIOs

IT strategies must be aligned with business strategy, facilitating businesses to reduce cost, expand efficiency, synchronize processes, advance interactions and workflow, introduce new business strategies, enhance risk-control techniques, and attain competitive advantages.

Focusing on the foundations is the minimum for CIOs, to ensure the strategies are clear and the execution plan is strategically linked with business objectives. In addition, by defining key strategic factors and metrics that need to be monitored with the business context and execution must use these to drive quarterly strategy reviews.

●       Using the “strategy execution success charter” guarantees each initiative in collusion with the organization is set for success. These frameworks include key elements such as resources, clear objectives, success criteria, timelines, and accountability.

●       CIOs should set up and perform regular strategy execution reviews for every initiative to ensure the organization is focused on strategic goals.

●       Monitoring business context is essential for CIOs as regularly assess the factors impacting the company’s strategy, performance, and decision-making while being responsive to market fluctuations.

●       Continuous decision-making is the foremost demand for CIO tasks, so they are required to be confident, specific, and inclusive while making big and small decisions during strategy execution.

●       Confront the question - how to make the stakeholder most successful to be more successful – is key for CIOs to ensure the organization's success.

Conclusion

The evolving role of CIOs demands on-time navigation of complexities of digital transformation and strategy. This is the key to staying ahead in the competition of modern technologies including AI, IoT, and cloud computing. The need for them is to align their strategies with organizational goals to maintain the significance of the plans. While proactive investment in research and development has its own space in strengthening business frameworks and development. So, it is upon CIOs’ shoulders to contribute, monitor, and confront the challenges coming in the pathways.
